Explanation:

Following the sinking of the Sussex in 1916, the U.S. threatened breaking off diplomatic relations with Germany unless submarine attacks were halted. Germany responded with the Sussex Pledge, exempting passenger ships from attacks and limiting attacks on merchant ships. In January 1917 Germany, convinced of the need to conclude the war, resumed unrestricted submarine warfare. The U.S. declared war on Germany in April 1917.
