The decision to put the nation's
capital in the South was part of a compromise, but one that was reached
by James Madison, Alexander Hamilton and Thomas Jefferson as part of an
1790 agreement that had the federal government assume the debts of the
states. All of the other choices were provisions of the Three-Fifths, Commerce, or Great Compromise of the Constitutional Convention. Historian Shelby Foote noted "People often believe that American's greatest attribute is the inability to compromise on issues. Yet this is not true, America's greatest strength has always been its ability to compromise, to bring both sides together, talk, and decide on a course of action that benefits all."
