Revolutionary War veteran Daniel Shays led a revolt of farmers in western Massachusetts that led to at least 1000 arrests. The violence caused alarm among many, including George Washington and helped spur the Annapolis Convention which in turn led to the 1787 Constitutional Convention. Thomas Jefferson, by contrast, when hearing of the rebellion in Paris, was unconcerned."I hold it that a little rebellion now and then is a good thing, and as necessary in the political world as storms in the physical."
